1. Pertama sekali izinkan saya, secara peribadi, dan mewakili YaPEIM, mengambil peluang ini untuk menyampaikan ucapan setinggi penghargaan dan terima kasih kerana menjemput saya bagi merasmikan Persidangan Antarabangsa ICONPO bagi kali ke IV. Sesungguhnya jemputan dan kesempatan ini adalah suatu kepercayaan dan penghormatan kepada saya secara peribadi dan YaPEIM. 


2. Dari segi sejarah, YaPEIM dan UUM sememangnya sudah mempunyai jalinan hubungan sejak sekian lama dalam menjayakan beberapa program yang bertujuan untuk memartabat dan meningkatkan taraf sosio ekonomi golongan yang kurang berkemampuan. Kehadiran YaPEIM pada hari ini adalah sebagai meneruskan kesinambungan hubungan yang sudah sedia terjalin. Adalah diharapkan hubungan baik seperti ini akan terus dimantap dan dipertingkatkan lagi pada masa depan.



3. I would also like to extend a warm welcome to all my colleagues from Malaysia as well as those from other countries, in the capacity of organizers and participants of the conference, in particular the Korea University, Mindanao State University, University Muhammadiyah, Yokyakarta University, University of Ngurah Rai, Thammasat University and Asia Pacific Society of Public Affairs (APSPA).To all my Malaysian comrades I wish you a pleasant meeting. To all our foreign colleagues I wish you a warm welcome to Malaysia and hope your stay will be a memorable one.  


4. Sewaktu menerima undangan daripada pihak urusetia, khususnya daripada School of Government UUM (COLGIS) Universiti Utara Malaysia, YaPEIM tidak mengambil masa yang lama untuk menyokong persidangan ini, kerana tema yang dipilih sangat dekat dengan pendirian dan keprihatinan YaPEIM sejak awal.

5. Walaupun pengalaman YaPEIM agak terbatas berbanding dengan  pengalaman sebahagian daripada anggota tetap ICONPO,  namun YaPEIM tidak berhalangan untuk berkongsi pengalamannya  sejak ia dilancarkan oleh Perdana Menteri Malaysia pada tahun 1984 yang lalu.

6. Tema persidangan ini Social Entrepreneurship: Driving Sustainable Change beyond The Millennium juga sangat menarik minat saya; Malah istilah-istilah atau konsep Entrepreneurship dan Sustainable sangat dekat dan menjadi perhatian utama YaPEIM. 

Further, the theme adopted by the conference “Social Entrepreneurship: Driving Sustainable Change beyond the Millennium” is very captivating. It certainly caught my interest; the terms “entrepreneurship” and “sustainable” are very familiar. As a matter of fact, they are also YaPEIM’s main thrust.

7. Both these terminologies serve as the founding theme of YaPEIM’s current plans, that is, Consolidating Business Approach, Accelerate Growth, and Enhancing the Welfare of the Ummah. Allow me to share with you a relevant section from our official document that was adopted last year (2013) on this matter:

Building the core strength of our organization must be given the utmost priority from now on. Its consolidation should be viewed from the perspective of sustaining the institution’s role in realizing its main objective, that is, to enhance the well-being of the Ummah. Proactively and innovatively all our efforts and concrete steps must be channelled accordingly. Among the steps that must be taken is to intensify the growth of our institution through a business approach that is multidimensional in its implementation.

This approach is introduced to enhance the awareness and the significance of developing competency in business skills among our workforce. In fact, certain initiatives involving system and method of executing work have been readdressed in line with this business-driven approach. Through these specific steps we hope to generate a strong impact on our efforts to boost growth in the coming years. Simultaneously, we also hope to be stronger, and thereby, able to improve the institution’s commitment and delivery towards enhancing the well-being of the Ummah.

8. In developing an implementation plan based on the theme “Consolidating Business Approach, Accelerate Growth, and Enhancing the Welfare of the Ummah, YaPEIM has come up with the following strategies in realizing this theme. These are as follows:





9. The introduction of the business approach within the context of YaPEIM translates into giving focus to strategic steps that are based on an entrepreneur’s mindset to build the institution. This is line with Allah’s commandment in  the Quran, Surah Al-Mulk verse 15 (the translation being);

It is He who had made the earth manageable for you, so traverse through its tracts and enjoy the sustenance which He has furnished.”

10. Indeed, in our efforts to make the business approach a success there is also the need to bring about a transformation, as had been emphasized in the Quran in Surah Ar-Rad, verse 11 (the translation being);

….Verily Allah will never change the condition of a people until they change it themselves.

11. Further, in our efforts to bring into reality the business approach various aspects have to be looked into. These include the followings:


Emphasize the educational and business training aspect, which is to enhance the planning and implementation capabilities; 


Developing the spirit as well as the intrepreneurship infrastructure within the institution, as has been mentioned by Veronica Maier and C. Pop Zenova (2011) in “Entrepreneurship versus Intrapreneurship” (Review of International Comparative Management), and also the entrepreneurial mindset as elaborated by Rita Gunther McGrath (2000); to ensure our workforce has a strong consciousness towards the financial implications involved. 


Continuous emphasis is also given towards upholding the concept of Revenue and Responsibility Centre, to ensure a constant monitoring on the performance and effectiveness of the centre.

12. However, in the implementation of these, certain challenges need to be addressed;

Firstly:   The integration of the business approach and the principles of worship (ibadah) and jihad (struggle) as the basis of achieving business success,

Secondly: Achieving a balance between importance of the enhancing welfare of the society and consolidating our vision to sustain the institution; and

Also:  Achieving a balance between the importance of implementing the business approach and guaranteeing the welfare of our workforce.



13. We also believes, the need to drive growth must be viewed as something very significant and fundamental, where this is initial perspective of the institution begins to take its root. The capacity to build our institutional strength would enable to face future challenges. This is in line with the sayings of the Prophet, narrated by Bukhari dan Muslim (the translation being):

The upper hand (that which gives) is better than the lower hand (that which receives)”.

14. In another words building institutional strength also means we are building the appropriate quality for our very own institution. The need to develop quality is, indeed, something that is fundamental. The Quran has promulgated as follows (the translation being):

…as for the foam it passes away as scum upon the banks, while that which is good of mankind remains on earth. Thus Allah set forth parables (for the truth and falsehood, i.e. belief and unbelief).

According to “Islamic Management; the application of Quranic principles and values” (YaPEIM, 2010) this verse brings to light the real meaning of quality. It is based on the benefits generated. Further, it also indicates the true power of quality, that is, it is a determining factor in the survival and the continuation of the institution to play its role in bringing about the advancement of the society.

15. In our efforts to drive the growth of our institution we have also given strong emphasis on the development of the followings:

Firstly: To Increase the revenue, which is generated through business and investment;

Secondly: Consolidating the Funds, to ensure the successful implementation focus on various socio-economic YaPEIM’s programme;

Thirdly: To mobilised Funds from the society, through various innovative schemes for their benefit as well as to ensure sustainability of the institution.



16. To develop and enhance the well-being of the society, in line with a missions of our Prophet (SAW).  Enhancing the well being of the society also means spreading Allah’s blessings even wider as depicted in the Quran, Surah Al-Anbiyyah, verse 107 (the translation being):

We sent you not, but as a mercy for the whole of the universe.”

The Quranic command to bring into reality “Rahmatan lil ‘alamin” (blessings or mercy to the whole of the universe) has been strengthen with the following warning in Surah Al-Ma’un, verse 1 – 3 (the translation being):

See you not the one who denies the religion? Such is the person who repulses the orphans (with harshness). And, encourages not the feeding of the poor.

Rahmat” or blessings as mentioned earlier also has a close relationship with the role played by certain human beings who are recognized as the best among us; they are those who are not only useful, but also benefit others. This is indicated by the sayings of Prophet Muhammad (SAW), narrated by Bukhari (the translation being):

The best among you are those who benefit others.

Thus Islam gives due recognition towards optimal commitment and efforts towards the protection of those who are weak in the community.

17. Within the context of Malaysia our society is very fortunate because the Honourable Prime Minister, (also the Minister of Finance), is a leader who is very concerned towards the needs of the people. In the tabling of the 2013 Budget he had expressed a very clear commitment to the advancement and well-being of the society through his statement:

“The Government will ensure that the people will get the best services and maximum benefits from the implementation of the development programmes and projects.”

18. Based on the guidance from the Quran, the Practice of the Prophet (Sunnah) and the spirit shown by our Prime Minister to enhance the well-being of the society, YaPEIM has tailored its programmes to serve as “entry points” for the advancement of the society. In doing so it gives focus on welfare, education, entrepreneurship and management.


19. Dalam konteks perkembangan YaPEIM sejak dilancarkan dan beroperasi penuh pada tahun 1985, selain daripada YaPEIM pernah menjadi rakan printis bersama Universiti Sains Malaysia menjayakan Projek Ikhtiar pada tahun 1986 (kemudiannya projek ini di institusikan sebagai Amanah Ikhtiar Malaysia), YaPEIM juga berjaya memperkenalkan pelbagai program demi kesejahteraan ummah khususnya di Malaysia menerusi Program Mikro Kredit Ar Rahnu YaPEIM,  Program Kecemerlangan Komuniti dan Program Memantapkan Kebajikan Ummah khususnya melalui Skim Khairat Nasional dan Program Sinar Kasih.

20. Pada kesempatan ini, oleh kerana keseuntukan masa, saya hanya akan kemukakan satu sahaja contoh program yang mempunyai matlamat sosial yang dijayakan melalui pendekatan perniagaan iaitu Program Ar Rahnu YaPEIM,  program yang diperkenalkan bagi tujuan membantu masyarakat mendapat kemudahan kewangan secara segera, samada bagi keperluan kebajikan mahupun bagi memenuhi keperluan perniagaan dan pendidikan.

21 Beberapa fakta yang terkait dengan pelaksanaan program ini yang diperkenalkan seawal tahun 1993, yang boleh saya kongsikan adalah seperti berikut:

Pertama: Perlaksanaan secara umum termasuk menerusi institusi perbankan, sehingga 31 Disember 2013,  telah beroperasi di 304 buah cawangan, Pembiayaan Tahunan berjumlah RM1.33 bilion,  kumpulan sasar berjumlah 1.36 juta orang dan transaksi terkumpul adalah 7 juta.

Kedua:  Pelaksanaan secara khusus melalui institusi yang diwujudkan di bawah kawalan YaPEIM (sejak tahun 2000) pula sehingga 31 Julai 2014, program ini ditawarkan melalui 178 cawangan dengan Pembiayaan Tahunan berjumlah RM655 juta yang melibatkan kumpulan sasar yang mendapat pekhidmatan ini secara berterusan berjumlah 340,000 orang dengan transaksi terkumpul 1.8 juta.

Daripada sejumlah peminjam ini, kini seramai 94,000  orang pengusaha kecil yang serius telah mendaftar sebagai Sahabat Ar Rahnu YaPEIM dan sedang dibantu pembangunan perniagaan mereka.  Semua cawangan yang beroperasi melebihi 3 tahun telah menunjukkan keuntungan. Keuntungan Ar Rahnu ini bukan sahaja membuatkan Ar Rahnu YaPEIM mampu untuk lestari, tetapi juga pada masa yang sama menjadi sebahagian daripada penyumbang kepada pendapatan YaPEIM pada setiap tahun.


22. Pendedahan berasaskan pengalaman YaPEIM adalah untuk berkongsi maklumat dengan rakan-rakan yang menghadiri konferens ini. Sesungguhnya apa yang saya sampaikan ini sama sekali tidak bermaksud untuk mengajukan definasi atau tafsiran tertentu tentang istilah-istilah “entrepreneurship” dan “sustainability” yang terkandung dalam tema Conference ICONPO IV ini. Sebaliknya,YaPEIM menganggap dirinya sebagai sebahagian daripada keluarga besar institusi-institusi yang bergerak untuk memenuhi keperluan mayarakat. Oleh itu YaPEIM akan sentiasa terbuka kepada apa jua pandangan dan cadangan yang konkrit yang dihulurkan kepadanya. YaPEIM pada bila-bila masa bersedia untuk menimbang dan menerima sumbangan saudara untuk YaPEIM melakukan penambahbaikan dalam menyempurnakan misinya untuk sentiasa berkhidmat demi kepentingan kesejahteraan masayarakat.

23. YaPEIM menyedari akan wujudnya pelbagai definisi dan tafsiran yang dikemukakan serta dibahaskan mengenai istilah-istilah ‘Social Entrepreneurship’ dan ‘Sustainability’ oleh  tokoh-tokoh dan institusi tertentu.

24. Dalam konteks ‘Social Entrepreneurship’ sebagai contoh,  pernah di bahaskan oleh Dr Alex Nicholls dalam bukunya ‘Social Entrepreneurship’, begitu juga  turut dibahaskan oleh Roger L. Martin & Sally Osberg dari Stanford School of Business , yang memberi definasi terhadap  Social Entreupeurnership ini.

25. Begitu juga definisi yang diberikan terhadap istilah ‘Sustainability’ yang diberikan dalam Kamus Oxford,  definisi yang diberikan  dalam sebuah jurnal yang diterbitkan oleh  San Jose State University  dan   World Business Council yang memberi definisi terhadap sustainability sebagai berikut: “Continuing commitment of business to behave in an ethical way and contribute toward economic development while improving the quality of life of the workforce, their families, and the local and global community, as well as future generations

26. Sesungguhnya kita hendaklah menerima kewujudan pelbagai definisi dan tafsiran ini sebagai memperluaskan lagi ufuk khazanah ilmu kita, akan tetapi saya amat yakin bahawa yang lebih penting dan mendasar ialah kita hendaklah konsisten kepada misi perjuangan kita, iaitu untuk menangani persoalan masyarakat dan menyediakan program pembangunan yang boleh mengatasi cabaran-cabaran sosial yang dihadapi masyarakat. Begitu juga amatlah penting bagi institusi kita dapat terus bertahan dan mantap dalam jangkamasa yang panjang untuk meneruskan misi murninya. Itulah amanah yang berat yang kita pikul bersama.

27. Daripada perkongsian berasaskan kepada pemikiran dan profesionalisme yang disampaikan pada hari ini,  saya harap ada yang boleh dimanfaatkan, khususnya  yang terkait dan relevan dengan tema konferens ini. Anggaplah itu sebagai sumbangan kecil saya secara peribadi dan YaPEIM sebagai sebuah institusi, ke arah memantapkan dan menyuburkan perbincangan ilmiah dalam aspek berkenaan.

28. Dalam bahasa yang mudah, saya berkecenderungan untuk menyimpulkan bahawa kesedaran terhadap keperluan mewujud dan merealisasikan Social Entrepreneurship akan membawa manfaat kepada institusi kita bukan sahaja setakat memenuhi misi sosialnya, tetapi juga menjadikan ia sesebuah entiti yang mampu berdiri megah, relevan dan lestari  serta mampu menerjah ke arena baru, di zaman baru (melinium yang akan datang).

29. Berbicara maksud zaman baru ini, mungkin sesuai dan sangat relevan jika saya tingalkan sebagai kenangan dua petikan berikut. Satu daripada seorang pengkaji Ilmu Pengurusan Konvensional, Peter Gloor (2001) dan kata-kata hikmat Sahabat Rasulullah SAW (Saidina Ali K.W), lebih 1400 tahun yang lalu.

Didiklah anak-anak kamu mengikut zamannya, bukan zaman kamu, kerana mereka akan hidup dizaman meraka yang tidak akan sama dengan zaman kamu

Saidina Ali (KW) has this to offer:

Educate your children according to the era they will live in, not according to your time. Their era is dissimilar to yours.

30. Once again thank you for the opportunity given to be with all of you. And a big thank-you for kindly paying attention to my delivery of YaPEIM’s thoughts and experiences playing the role of a Malaysian societal institution. I pray that this International ICONPO IV Conference will run smoothly and achieve the objectives of the organizers, and that all the efforts made by fellow ICONPO participants will be duly rewarded, InsyaAllah.
